What seriously concerns me is how this is going to affect military
members stationed overseas. I had a pictureless driver's license for
most of my time in Germany, because it expired and I had no way to get
back to get a new one. Florida has a military exception so that I
could be mailed a new driver's license without a photo (with enough
proof of stuff, of course).

I suspect he was responding to my original post, about morans who
don't want their picture on their driver's license. But he said
that in response to your post, about military people who NEED to
get replacement licenses while overseas. So it was as if he was
saying that if your cultural tradition is that you serve the military
overseas, maybe it shouldn't extend to driving an automobile.

Is it the cultural tradition of American soldiers to not have their pictures
on a driver's license?
Of course not. Therefore, an arrangement could easily be made to get picture
IDs for American military overseas.
