Why not use all your timeouts in 1st half?

It is amazing to me that teams don't use all their timeouts in the
first half either voluntarily or challenging plays if needed? Just
because you're leading or doing well doesn't mean you shouldn't use
them since you can't save them for the 2nd half. There is always a way
to use them. Just simply amazing how many times i've seen teams go to
halftime with 3 of their timeouts left.

I'm not amazed at all. There are times when IN RETROSPECT you might
say time outs should've been taken, but AT THE TIME it may not have
been at all clear whether a team would be better off lengthening the
half or not. If you think the other team is going to have the last
possession of the half, you should not take time out unless you need
to for administrative reasons.

Sure there can be at all times during the game. There is always a
usefulness for a timeout somewhere. If it were a case where you get to
carry over your timeouts to the 2nd half, then that would be a
different story.
