Its been a while since I last attended a Cowboys game in person
(mid-90s).

Back then, I think the NFL printed all the game programs
("Gameday"?). I just got a copy of the Dallas-NYG program, and its
very clearly a team publication.

Are all teams doing this? If so, when did the league stop publishing
the programs?
